West Virginia has the lowest labor force participation rate in the country and one of the highest rates of poverty. The Cardinal Institute for West Virginia Policy commissioned listening research to investigate Mountaineers’ experiences with the social safety net and barriers to work. This portfolio includes an online visioning panel, two focus groups, and a statewide poll. The research gauged voters’ outlook on the economy, their attitudes toward benefits recipients, and their opinions on policy solutions that could enable social mobility for all West Virginians.
