The Cardinal Institute was founded by St. Albans-native, Keith Pauley, our chairman of the board. Cardinal’s founding chairman. Keith stepped down in 2024 after 10 years as Cardinal’s chairman. Keith and others thought it important to have a free-market, limited-government voice actively and consistently engaged in the marketplace of ideas in West Virginia.
