On September 17th, Jonathan Butcher, senior education policy analyst for the Heritage Foundation, gave a presentation to the Joint Education Committee on the benefits of — and need for — education savings accounts for children with special needs in West Virginia. A guest and friend of the Cardinal Institute, Jonathan’s presentation was well-received by lawmakers.
